Principles of project planning

We’ve already established that there’s no difference between «Project Management» and simply «Management.» In the sense that if there is a difference, it’s either not «Management» or not a «Project». Or, in other words, if it’s truly «Management», it’s always (!) «Project Management».
Now we have to try to understand the question: «At what stage of the Project are its effectiveness and success determined?»
